I've heard a few Christians make that claim. It seems a bit narrow. Religion has a way of blinding people to certain considerations. Would those folks who make this statement be murderers, rapists, and thieves if they did not believe in God? I do not think that they would be. I wonder if they think so highly of themselves.
Hell is not the only negative consequence of misbehavior. Many of the people who lead pathologically immoral lives are in prison. Many of the others have horrible career and family lives. Only few of them seem to do well (usually due to sweet connections with the government). And then there is the issue of a guilty conscience -- which could be a gift of "God," or not. There is actual evidence for these negative consequences -- they make for more effective deterrents than an unsubstantiated Hell.
